Storm Water Tank Installation to Close Sprague Avenue Downtown

Construction of a new stormwater collection tank will close Sprague Avenue at Jefferson Street starting today for at least the next five weeks.

The Spokesman-Review reports that workers are redoing utility lines to get ready for the excavation of city-owned property at Sprague and Adams Street just west of KHQ-TV. Westbound traffic on Sprague will be detoured at Madison or Jefferson Street to Riverside Avenue to the north. The intersection of Cedar, Riverside Avenue and Sprague will be kept open as much as possible.

Spokane transit buses will use Riverside Avenue at Jefferson.

The plan will build a 2.3 million gallon tank where there used to be a city fire station. The tank will collect stormwater from the southwest section of the South Hill and the west end of the downtown area.

For years, runoff from storms and snow melt has caused sewage and stormwater to be released directly into the Spokane River, to protect the wastewater treatment plant next to Riverside State Park from being inundated by storms. The tank will store stormwater during heavy runoff, then send it slowly to the treatment plant to be processed into cleaned water.

Numerous such tanks are going into the ground around the city, including a $20 million tank holding 2.2 million gallons just west of City Hall, which will begin construction this year.
The projects are part of a multiyear effort to reduce pollution of the Spokane River under the federal Clean Water Act.

Monroe Street Project Draw Business Opposition

A City of Spokane project to reconstruct  North Monroe Street with fewer travel lanes drew opposition at a public meeting last night, according to the Spokesman-Review.

The $7 million project would reduce Monroe from four to two lanes north of Indiana Avenue to the base of the North Hill to allow more space for a wider center turn lane and curb parking.

The business community in that area is worried that the configuration will discourage traffic and that the extended timeframe will drive away customers.

One business owner last night handed out fliers from the North Monroe Business Association at the meeting explaining these concerns about the project.

City officials have concerns as well; about safety on Monroe. A five year old girl was killed while crossing the street in 2013. Planners say planned curb extensions at the intersections would shorten crossing distances for pedestrians and increase safety.

One complaint City staff heard repeatedly was that buses would stop in the travel lanes to load and unload, blocking traffic.The plan has three bus stops affected, and creates bus pullouts at northbound stops at Montgomery and Dalton avenues. At Montgomery, buses would have a traffic light behind them to create gaps for merging back into traffic. At Dalton, an extra climbing lane up the Monroe hill would let buses to re-enter traffic.

Construction would start in 2018.

Local Road Construction Update

Eastern Region Intersection Signage and Striping Improvements- Intersection of US 195/SR 194 & Wawawai Rd.

 SPOKANE VALLEY
1st Avenue between Commercial and Howe- Reduced to one lane for paving through Thursday, November 10, weather permitting.

Commercial between Sprague and 1st- Closed around the clock for paving through Thursday, November 10, weather permitting.

Flora between Valleyway and Main- Reduced to one lane from 7 a.m. to 4 p.m. on Tuesday, November 8 and Wednesday, November 9 for utility work. 

 Sullivan Road Bridge Replacement Project- Northbound traffic remains reduced to one lane North of Indiana. Turns from Indiana onto northbound Sullivan are reduced to one lane.

SPOKANE CITY
37th Avenue, Regal to Custer Streets- 37th is currently being paved from Myrtle to Havana. Final paving will be the week of Nov. 10- 14 from Freya to Havana weather permitting. 37th from Freya to Custer is closed.  The detour route is Glenrose to Palouse Highway to Regal Street. This work will reconstruct the road, curbs, sidewalk, bike lanes, stormwater piping, and a water main.

Ben Burr Trail- Striping will be completed Friday, November 4.  Traffic delays and lane restrictions will occur on 2nd and 3rd Avenues on Helena and Arthur. This project will design and construct a  trail for bicyclists and pedestrians from the Centennial Trail at the Gonzaga Bridge southeast of Erie Street and continuing to Liberty Park where a connection will be made to the existing Ben Burr Trail.  The trail will then continue on the existing Ben Burr Trail to the trailhead immediately south of Underhill Park.

Bridge Avenue and Monroe Street CSO Work- 
Work has begun on tank walls. Summit Blvd./Bridge Ave. is closed. Lincoln has one northbound lane open.  Lincoln southbound is closed at Broadway. This project will construct a Combined Sewer Overflow Tank (CSO) tank and piping.

Greene Street Bridge Work- The northbound center lane will be closed Friday, November 4, 9 a.m. – 3 p.m. as weather allows.  

Martin Luther King Jr. Way Phase 2A, Sherman to Erie Street- This project will provide a route that eliminates safety issues and increases capacity into and out of the downtown area. Improvements include a new street, utility infrastructure, storm drainage improvements, street lighting, street trees, and re-vegetation with native species. In lieu of sidewalks, the project willconstruct a section of the Ben Burr trail. 

Monroe and Lincoln Street, Main Avenue to 2nd Avenue- Scheduled paving dates are Friday, November 4; Wednesday, November 9; and Wednesday, November 16. Utility adjustments, signals and lighting along with curb and sidewalk work continues with 4 way stops at the intersections of 1st, Sprague, and Riverside Avenues. This is a full depth roadway replacement between curbs on Lincoln Street and Monroe Street; Main Avenue from Monroe Street to Lincoln Street; and Monroe Street from Spokane Falls Boulevard to Main Avenue. Some minor curbing and ADA curb ramps will be installed where necessary.

Pettet Drive/TJ Meenach Combined Sewer Overflow (CSO 12) Project- Pettet Drive is closed to traffic.  The clover leaf that services TJ Meenach, Down River and Pettit Drive (three out of the four legs) is in service. The leg that comes off of Pettet, north bound, re-directs citizens to Northwest Blvd. Vehicles traveling southbound on Down River Drive have two options; enter onto TJ Meenach or continue under the bridge and turn uphill to Northwest Blvd. This project will build a 690,000 gallon storage facility and connections to existing CSO Basin 10 outfall.  Work also includes repaving of Pettet Drive and pedestrian/bike trail construction.

SPOKANE COUNTY
Country Homes (Wall to SR 395)Stormwater work in the raised islands.Traffic is one lane in each direction, side road access to and from Country Homes is restricted, expect delays, and on street parking is limited.

Centennial Trail- Improvement of the trail, tree root removal, pavement removal and replacement, repair concrete, crack sealing. Portions of the trail may be closed to pedestrian traffic.  

Gleneden, Edencrest & little Spokane Connection Road (Wandermere Golf Course area)- Repairing hill sides/ Retrofit Stormwater facilities. Possible lane restrictions for stormwater work and shoulder work.

Holcomb Road (North side of Hwy 206)- Culverts failing under the road

Detour in place. Complete Road Closure.

Doomsday Hill Construction Won't Interfere With Bloomsday Run

Don't worry Bloomsday runners, you will still "get" to run up Doomsday Hill this year, despite a construction project underway on Pettet Drive.

According to the Spokesman-Review, construction on a new trail along Pettet has just started and won't interfere with Sunday's race. However, the street will be closed in September when Spokefest happens, so a detour has already been planned for the biking event.

The project will reconstruct the roadway and narrow vehicle lanes by a couple feet each in order to make room for a new section of the Centennial Trail on the river-facing side of the road. Before all that happens though, a tank for storing runoff will be buried under the roadway in the hillside to keep it from overflowing into the river before being treated.

Spokane City's Construction Season Officially Kicked Off

Spokane Mayor David Condon yesterday kicked off the construction season yesterday, introducing more than $74 million in street and Combined Sewer Overflow (CSO) projects on the schedule. Projects already underway include:
·         Lincoln and Monroe from 4th to 8th Avenue
·         Rowan Avenue from Alberta Street to Monroe Street
·         Combined Sewer Overflow Tank (CSO) on Pettet Drive and TJ Meenach

Projects beginning in the near future:
·         Combined Sewer Overflow Tank (CSO) at Monroe and Bridge Avenue, April 18
·      ·  Signal installation at Monroe and Summit Blvd, between Bloomsday and Hoopfest
·      ·  Lincoln and Monroe from 2nd to Main Avenue, mid to late May

Among this year’s highlights, Downtown will receive a much needed repair on Monroe and Lincoln from 2nd Avenue to Main Street.  Although this is a major arterial, two lanes of traffic will remain open on each of these streets to keep traffic moving and businesses accessible.

Spokane City Construction Projects

Garden park booster station rehabilitation on 37th Ave.- This project will rehabilitate the existing booster station. A full road closure on 37TH between Lee and Altamont  will occur Monday, March 23 for approximately four weeks for installation of a transmission main and connection to the new Booster Station. The detour is Crestline to Thurston to Regal.

CSO 6, control facility and integrated interceptor, from Kiernan Ave. to Northwest Blvd.
- Northwest Boulevard will be closed from H St. to Garland St. for installation of a 900,000 gallon stormwater storage facility.  The short detour route for this project is along G Street and Garland Street.

2014 Arterial Curb Ramp projects resume- This project to replace sidewalk curbs and ramps resumed on March 9 on Monroe Street at the intersections of Queen and Everett. Traffic control will be in place for signal lane closures starting on the west side of Monroe at these intersections. The work is scheduled to take approximately 12 days. There will be some delays. 

East Sprague Ave. CSO Basin 33-2 Control Facility- This project will construct a combined sewer overflow facility on City property across from the City’s Sewer Maintenance Facility. One lane will be open in each direction on Sprague from Scott St. to the Hamilton Overpass. Beginning Monday, February 23rd northbound and southbound Sprague Way (NOT Sprague Ave.) will be closed through May 15.

Meeting Agenda Item To Discuss 44th Ave. Project

No plans tonight and you live, work or travel through the Southgate neighborhood? Then you'll probably want to stop by the neighborhood council meeting. One item on the agenda is a discussion of a project at east 44th Avenue scheduled for the 2015 construction season.

The discussion will address the installation of a water main at 44th Avenue between Freya and Myrtle Streets. Also up for discussion is how access to water will be provided to residents during construction. Several pine trees in the area must be removed in order to set up the water access. After construction is finished, the neighborhood will have the opportunity to get trees replanted in the area.

Meeting attendees can also learn more about plans to install a 12-foot wide paved pedestrian bike trail from Freya Street to Havana Street as proposed in the Southgate Neighborhood Plan.

The meeting is tonight, 7-8 p.m. at the Education Service District 101 building, 4202 S. Regal Street.

High Drive To Open Today

High Drive from 29th Avenue to Bernard Street is scheduled to reopen to traffic today at 4 p.m. 

Major construction shut down High Drive over the summer. The project included work to make the area more pedestrian-friendly with bike paths and sidewalks. It not only added aesthetically pleasing qualities but also functionality to the area. Phase One construction also included pavement reconstruction, storm, sewer, swales, and water main replacement from 29th Avenue to Bernard Street.

The project finished on time and on budget.

Phase Two of the High Drive project, Bernard Street to Scott Street, is scheduled to begin in the spring of 2015.

Havana Street Improvements Scheduled for 2015

The City of Spokane is giving a preview of one of next year's major street projects. The
improvements are part of a larger project to install a water main within Havana Street.

The project, starting in spring of 2015, will improve Havana Street from 37th Avenue to Glenrose Road. Here's more information on the project.

Local Road Construction Update

US 2/Espanola Road to Interstate 90 Resurfacing- Intermittent lane closures between the hours of 7 p.m. and 6 a.m., Monday through Friday, in the vicinity of Flint Rd. Flint is closed from US 2 to the south. A detour is available. Flint Road is closed to the north between 7 p.m. and 6 a.m., Monday through Friday. Grinding and paving will continue between the hours of 7 p.m. and 6 a.m. from FAFB through Airway Heights.  

I-90/Liberty Park to Havana Street- During evening and overnight hours, from about 9 p.m. until the following morning at 5 a.m., be alert for on and off ramp closures. Also watch for outside lane closures from 7 p.m. to the following morning at 6 a.m. for replacement of existing illumination lighting, poles, and wiring.

I-90/Barker Road to Idaho Border resurfacing- Work on this project is underway evenings and overnight hours, from about 7 p.m. until as late as 6 a.m. the following morning.  Work may be underway on weekends. Be alert for lane restrictions, possible slow traffic, and rough pavement. The legal speed limit is reduced to 60 mph in some areas of the project when grooved pavement is present.  

SPOKANE CITYHigh Drive, Phase One- Construction begins on a pavement reconstruction job on High Drive from 29th Ave. to Bernard St. on Monday, July 28. This project also includes Combined Sewer Overflow storage facilities, storm, sewer, swales, and water main replacement from 29th Avenue to Bernard Street. Phase Two of this project, Bernard Street to Hatch Road will begin spring of 2015.

Grand Boulevard Construction- The Grind and Overlay on Grand Boulevard from 14th to 22nd Avenues begins Monday, July 28.  One lane will be open in each direction. McClellan Street between 8th and 9th Avenue has one lane southbound.  Northbound is detoured onto 9th Avenue over to Cowley.  9th Avenue/Rockwood Boulevard between Grand Boulevard and the hospital tower is closed with driveway access.  There is local access only at Cowley and 9th to the hospital.  Southbound on Stevens has access to the medical building on 9th Avenue. Traffic will be impacted both north and south bound mainly between 8th and McClellan, 9th and Rockwood, to Cliff and Grand. This work will take approximately 3 to 4 weeks. Work south of 14th is being done by the Wastewater Department. This project will apply preservation treatments that consist of crack sealing, grind and overlay and some pavement rejuvenation techniques.  Upgrades to ADA ramps and minor curb and sidewalk repairs will also be done.

Cedar Road/Country Homes Boulevard Intersection Signalization- Installation of signal pole bases, curb, sidewalk and asphalt pavement are underway on the west half of the intersection. This project is for installation of a traffic signal at the Cedar Road/Country Homes Boulevard intersection. The west half of the intersection and Cedar Rd. to the west, have been paved. Restoration of the traffic islands begins Friday, July 25.

Ray Street will open, Friday, July 25- Construction continues on a 1 million gallon tank on the west side of Ray Street at 21st Avenue to reduce overflows from the City’s combined sanitary and stormwater sewer system.  Occasionally, southbound Ray Street may be reduced to one lane.  When lane restrictions are required, they will take place from 9 a.m. to 3 p.m. 

North Division Sidewalk Project- This project will construct missing sidewalk in gaps adjacent to Division between Empire and Lyons. Work has begun on North Division from Lyons to Houston.  The right lane will be closed from 10 a.m. to 6 p.m. 

South Perry Street Parade- 
The area from Arthur to Helena from 13th to 8th will be closed for the parade this Saturday, July 26. This closure includes main arterials Perry and 9th, from 9:45 a.m. to 11 a.m.  Traffic will be re-routed for the duration of the event.

Maple Street Bridge Lane RestrictionsBeginning Tuesday, July 29, there will be southbound lane restrictions on the Maple Bridge from 7 a.m. to 3:30 p.m. for repairs.
West Trent Bridge Lane Restrictions-  
The West Trent bridge crossing over the Spokane River will be inspected, Tuesday, July 29, 12 p.m. to 3:30 p.m. One west bound curb lane will be closed moving to the east bound curb lane.

Sprague/Riverside from Helena to Lee- Geo Engineers will be boring for a city project with possible lane closures on the outermost eastbound lane of Sprague and Riverside from Wednesday, July 30 through Friday, August 1.

Francis Avenue from Division to Crestline- 
Water and storm/sewer work on the south side of Francis is complete.  Roadway excavation and grading continues from Nevada east to Crestline.  Colton St. and Dalke Ave. are open to traffic.  Francis Avenue continues to have one lane in each direction open from Division to Crestline. This project will rehabilitate Francis Avenue from Division to Crestline Streets.  The work is curb to curb and includes installation of ADA curb ramps, where needed. 

Francis and Freya Signalization- A signal removal and replacement is underway at the Francis/Freya intersection. Flagging at the intersection will occur between 9 a.m. and 3 p.m. The dedicated right turn lane is closed for southbound traffic on Freya Street in order to construct the new roadway at the northwest corner.  All traffic movements are still allowed. The right turn onto westbound Francis Avenue will be routed from the through lane.  This traffic configuration will remain in place for approximately one month or until HMA paving is complete. 

Division/Ruby and Cleveland Intersection Work- Avista will be working at the intersection of Division, Ruby and Cleveland. Two southbound lanes of Division will be closed. The work is scheduled Wednesday, July 23 and continues through the end of August.

Arthur Street from I-90 to 2nd- The Arthur Street intersection is now open. This project is to repave Arthur from I-90 to 2nd Avenue, add sidewalks along the west side of Arthur, and adds curb ramps and pedestrian lighting to various intersections. 

Division Sidewalk Closure- There will be a continuing sidewalk closure Wednesday, July 23 - Sunday, August 31 for demolition work at 1120 N. Division.

Westview Elementary Sidewalks- This project will remove existing curb/gutter, relocate drainage structures, and cut and remove asphalt needed to install new curb/gutter on the north-northwest side of Bismark and create a 35’ road width from Assembly to Driscoll and 32’ from Driscoll to Moore. In addition, the project will install 5’ sidewalk with 5’ planter strip on Fotheringham from the alley one half block south of Bismark to Bismark and on Bismark from Fotheringham to the alley one half block south of Bismark to Bismark.  ADA ramps will be installed on all new sidewalk corners, and on connecting corners where needed.

SPOKANE VALLEY
Progress Road from Wellesley to Forker- Closed through through Thursday, August 1 for reconstruction.  Use Evergreen as an alternative.

SPOKANE COUNTY
Country Homes Restoration Project - Country Homes Blvd. from Cedar Rd to Wall St., southbound lane is closed to thru traffic.  Northbound lane is open with occasional restrictions.

Bruce Rd Bridge Replacement/Road Work - Bridge replacement work and road closure.  

Farwell Rd. (Market St. to North Spokane Corridor - Under construction, watch for lane restrictions.

Francis Avenue Construction Project Public Meeting


Construction season begins soon and one of the first projects to start this year for the City of Spokane will be the Francis Avenue rehabilitation project. This project is part of the 10-year Street Bond program and will rehabilitate Francis Avenue from Division to Crestline beginning in mid-March. 

A public meeting will be held by the City to familiarize you with project details on Feb. 27 from 7 to 8 p.m. at Arlington Elementary (6363 North Smith Street).

The project will include the following work:
  • Replace existing asphalt
  • Update ADA ramps to meet current standards
  • Conduct stormwater maintenance activities
  • Install new communication conduit
  • Replace the water main between Perry and Pittsburgh streets.

Road Construction Update For Next Week

US 2/Airway Heights Crosswalks- On Sunday, August 18, beginning at about 6 a.m. until as late as 3 p.m., crews will be painting crosswalk striping at Lawson Street, Garfield Road, and Hayford Road.  Drivers should be alert for lane restrictions, congestion, and possible delays at these intersections.
I-90 Eastbound/ Thor/Freya to Custer- On Tuesday and Wednesday, August 20 & 21, from about 9 a.m. until as late as 3 p.m., eastbound I-90 will be reduced to two through lanes, the eastbound right lane will be closed.  In addition, the eastbound Freya on-ramp will be closed.  Drivers will need to continue east on 3rd to the eastbound Custer on-ramp to access I-90. Crews will be doing landscape maintenance.
 
US 2-Division Street/Francis to the “Y”- Through tonight, Thursday, August 15, be alert for evening and overnight lane restrictions for pavement patching.

SR 27/32nd Ave. to Trent Ave.-  Paving has resumed.  Be alert to lane restrictions between 7 p.m. and 7 a.m.  Paving, utility adjustments and replacing traffic signal loops is underway.  Work on the I-90 bridge deck is also scheduled.

SR 291/Division Street to the Stevens County Line- Be alert for lane restrictions between 7 p.m. and 6 a.m.  All major roadwork on this project will be underway during evening and overnight hours.  Paving work on side street approaches may be underway between Alberta and Division.  Utility cover work is also underway.  No major daytime restrictions planned.

North Spokane Corridor/Francis Avenue Bridge and Intersection Improvements- Expect congestion and delays near the Francis Avenue/Market Street intersection and the Francis Ave./Freya Street intersection.  In addition, westbound motorists on Francis should be alert for flaggers directing traffic near the BNSF railway crossing. 

I-90/Division Street to Liberty Park- On Monday, August 19, from 9 p.m. until 10 p.m., the Division/Browne westbound I-90 on ramp will be closed.  Also on Monday, August 19 from 9 p.m. until midnight, the I-90 westbound Lincoln Street off ramp will be closed.  Crews will be removing the old lighting system. Be alert for lane restrictions with mobile operations on I-90, both eastbound and westbound, in downtown Spokane, during evening and overnight hours, Monday through Wednesday, August 19-21. 

I-90 Westbound/Liberty Lake-Harvard Road Interchange Roundabout- Beginning on August 17, drivers on Harvard Road should be alert for lane restrictions, rough roadway, slow traffic, and congestion with possible delays as crews install a roundabout.  Southbound Harvard Rd. is reduced to one lane.  Mission Ave. is open.  Bicycles and pedestrians using the sidewalks and trail should be alert for construction activity and slight detour around the work area at various times, with possible gravel surface in some locations.  No mainline freeway impacts.

US 195/Cheney-Spokane Road Interchange- Girder setting continues tonight, Thursday, August 15.  Expect single-lane traffic with pilot cars directing traffic from 7 p.m. until and late as 6 a.m. Friday morning. 
 
SPOKANE VALLEY
Bettman Rd between 11th & 14th - Lane reductions and brief driveway access restrictions from 7:00am to 5:00pm Mondays through Fridays, through the end of August for storm water drainage improvements.  At times, 12th Avenue traffic will be redirected via 8th and Eastern.

Sullivan Rd UPRR bridge just south of Marietta - Reduced to one lane each direction through the end of August for southbound bridge resurfacing.  Expect congestion and delays. 

SPOKANE CITY
Garland Block Party- Streets in the Garland District will close beginning at 11 a.m. on Saturday, Aug. 17.

Cops N Kids Car Show- Riverside will be closed from Bernard to Washington from 6:30 p.m. to midnight on Saturday, Aug. 17. 

Heals for Healing Stiletto Spring-1st Avenue will be closed from Madison to Monroe from noon to 5 p.m. on Sunday, Aug. 18 to accomodate this run.

14th Ave. from Lincoln to Grand- The project to rehabilitate 14th Ave. from Lincoln to Grand continues. Unanticipated work, including repairing water and gas mains, has delayed the project. Paving of 14th from Bernard to just west of Division started today.

Crestline Rehabilitation Project- This project will replace the water main in Crestline from 37th to 57th avenues, provide curb-to-curb rehabilitation of the street from 44th to 53rd, and add bike lanes, sidewalks and stormwater swales along 44th to 53rd.

Post Street Sidewalk Work- A temporary detour on the east side of Post will be in place for pedestrian traffic for landscape work.

Third Ave. from Division to Arthur Rehabilitation- Arthur is closed at Third Ave., Sherman is the detour route. The project also includes replacing a water main. One lane of traffic remains open.

25th Ave.- Paving and curb repair, plus sidewalk and swale installation continues on 25th Ave. from Freya to Rebecca.


Euclid Ave. Water Main Replacement- Lane restrictions on North Foothills Dr. with one lane open each direction from Napa to Crestline. The project will replace the current water main with a larger one.

Rockwood Blvd. Rehabilitation- Rockwood is closed from Cowley to Garfield.

Springfield Lift Station- Springfield is closed between Columbus and Superior.
