Local Road Construction Update


SPOKANE VALLEYSullivan Road Bridge Replacement Project- Northbound traffic may be reduced to one lane north of Indiana during working hours. Both northbound lanes will be open during non-working hours. Turns from Indiana onto northbound Sullivan may be reduced to one lane.

WSDOTHoliday Travel Alert- WSDOT construction work will not affect traffic from noon, Wednesday November 23rd, through Sunday, November 27th, in anticipation of increased Thanksgiving holiday traffic. Drivers should be prepared for winter driving conditions, especially if they plan to travel across mountain passes or in higher elevation areas such as the Palouse or the mountains of northeast Washington. 
WSU Football-On Friday, November 25, expect congestion on US 195 and SR 27 between Spokane and Pullman, plus SR 26 between Vantage and Colfax, as fans travel to and from the WSU Cougar/UW Husky Apple Cup football game.  Game time is 12:30 p.m.
SPOKANE CITY37th Avenue, Regal to Custer Streets- Phase I of this project is scheduled for completion Saturday, November 26. At this time landscape work will focus on addressing areas that have a safety concern.  The remaining landscape work will be completed in the spring of 2017.  37th Avenue from Freya to Custer Street is closed. The detour route is Glenrose to Palouse Highway to Regal Street.  This work is to reconstruct the road, include pavement replacement, curbs, sidewalk, bike lanes, stormwater piping, and a 36 inch water main.
Bridge Avenue and Monroe Street CSO Work- 
Summit Blvd./Bridge Ave. is closed to traffic. Lincoln has one northbound lane open.  Lincoln southbound is closed at Broadway. This project will construct a Combined Sewer Overflow Tank (CSO) tank and piping.

Martin Luther King Jr. Way Pahse 2A, Sherman to Erie Streets-
 T
his project will provide a route that eliminates several safety issues and increases capacity into and out of the downtown area. Improvements include a new asphalt  street, utility infrastructure, storm drainage, street lighting, street trees, and re-vegetation. In lieu of sidewalks, a section of the Ben Burr trail will be separated from the roadway traffic and aligned parallel to the Spokane River.

Monroe and Lincoln Street, Main Avenue to 2nd AvenuePaving is complete for this year.  Top lift paving is scheduled for the 2017 construction season. Utility adjustments, signals and lighting along with curb and sidewalk work continues with 4 way stops at the intersections of 1st, Sprague, and Riverside Avenues.  This is a full depth roadway replacement and full depth replacement between curbs on Lincoln Street and Monroe Street; Main Avenue from Monroe Street to Lincoln Street; and Monroe Street from Spokane Falls Boulevard to Main Avenue. Some minor curbing and ADA curb ramps will be installed where necessary.

Pettet Drive/TJ Meenach Combined Sewer Overflow Project- Pettet Drive is closed to traffic. The clover leaf that services TJ Meenach, Down River and Pettit Drive (three out of the four legs) is in service. The leg that comes off of Pettet north bound re-directs citizens to Northwest Blvd. Vehicles traveling southbound on Down River Drive have two options;  enter onto TJ Meenach or continue under the bridge and turn uphill to Northwest Blvd. This project will build a 690,000 gallon storage facility and connections to existing CSO Basin 10 outfall.  Work also includes repaving of Pettet Drive and pedestrian/bike trail construction.

Residential Crack Sealing- Working on Pittsburg 29th to 34th Avenue and Lacey/ Hoffman et al, bounded by Queen to Hoffman-Crestline to Haven.

SPOKANE COUNTYCountry Homes (Wall to SR 395)- Stormwater work in the raised islands. Traffic is one lane in each direction; side road access to and from Country Homes is restricted and on street parking is limited.

Centennial Trail Work- Improvement of the trail, tree root removal, pavement removal and replacement, repair concrete, crack sealing. Portions of the trail may be closed to pedestrian traffic.

Gleneden, Edencrest and Little Spokane Connection Road (Wandermere Golf Course area)- Repairing hillsides and retrofit Stormwater facilities. Possible lane restrictions for stormwater work and shoulder work.

55th Ave, Regal Ave, 57th Ave- New Electrical Poles. Lane restrictions with flaggers through early December.

Barker Road (11th Ave. to 15th Ave.)- Road work and widening. Lane restrictions, watch for flaggers.

Gibbs (Sherman Road to Hatch Road)- Ditching and graveling the road. Road closed.

Road Construction Update for This Week

Spokane County
Elk-Chattaroy Road from Highway 2 north to Blanchard Rd.- Tree and brush clearing April 4-7.

Cheney-Spangle Road between Downing Road and Cedar Road- Culver repair April 4-7.

Spokane City
Hartson Avenue from Altamont Street to Fiske Street-  
·       Work has begun between Smith Street and Altamont Street with limited access for vehicles. This project includes full depth roadway section of traveled way, fill sidewalk gaps, replace curbing where needed and install ADA curb ramps. The project will also include replacement of water lines.

      Havana Street Improvements from Glenrose Road to 37th Avenue- Havana Street is closed to add permeable bike lanes, swales and roadside restoration. Improvements on the overall project include full width pavement replacement, filling sidewalk gaps and installing a water main between 37th Avenue and the Brown Park reservoirs at 57th Avenue.

       High Drive and Hatch Road- Work on this project has resumed from winter shutdown. 43rd Avenue is closed from Scott to Garfield Street. Paving on 43rd is scheduled for April 5.

This project will construct a storage facility for CSO Basin 20, with connecting piping, interceptor inlet vault, flush systems, regulator and controls at 43rd Avenue and Garfield Street. This work is part of the Combined Sewer Overflow program. 

Monroe/Lincoln Street Couplet, 8th Avenue to 2nd Avenue- Work on Monroe Street from 4th Ave south to 8th Ave has begun.  Monroe Street is closed to thru traffic.

o   The on ramp for eastbound traffic at Monroe will be closed April 11 – 22 for pipe installation work
o   Traffic exiting Maple Street eastbound will be detoured off of 4th at Jefferson Street
o   The alternative route during the Lincoln Monroe Project is the converted two-way traffic on Lincoln.  This is for local access and access to businesses. 
o   The official detour route is Stevens and is clearly marked
o   Alternative routes are not clearly marked as they are local and business access routes
o   Due to some work in 4th Ave at the start of the project Lincoln will be inaccessible from Monroe on 4th during the first few weeks.  
o   During that phase, Lincoln will be accessible via 3rd to Wall then back from the east on either 4th or 5th.  This will be during the work in the Monroe/4th intersection and 4th Ave. which should last about 3 weeks. 

This project reconstructs the roadway from 8th to 2nd Avenue and installs storm water and water facilities.  
   
      Pettet Drive/TJ Meenach Combined Sewer Overflow (CSO) Project- Pettit Drive under TJ Meenach Bridge is closed for initial work on the combined sewer overflow tank project that is scheduled in that area. The project includes grinding the existing roadway, installation of storm water structures and piping, concrete curb and sidewalk removal and replacement, construction of drainage swales. Paving of the roadway sectionThe Centennial Trail is open.The traffic control plans are as follows:

     - Northbound traffic entering the project on Pettet Dr. will be detoured to northbound TJ Meenach Dr. (This is the only movement allowed)
     - East bound traffic entering the project on Downriver Dr. will be detoured to southbound TJ Meenach Dr. (This is the only movement allowed
     - Northbound traffic entering the project on TJ Meenach will be forced to continue north on TJ Meenach Dr. (The portion of the clover leaf that allows traffic to access Pettet Dr. and Downriver Dr. will be closed)
     - Southbound traffic entering the project on TJ Meenach will be allowed to proceed south on TJ Meenach or proceed west on Downriver Dr. (Access to southbound Pettet will not be allowed)

This phase is planned to complete prior to Bloomsday 2016. After this phase is complete, there will be a full closure of Pettet Dr. Starting the Monday after Bloomsday.

Local Road Construction Update

WSDOT
I-90/Vicinity of Downtown Spokane & Sunset Hill- Beginning Monday, Nov. 17, to possibly
Friday morning, Nov 21, from 8 p.m. to as late as 6 a.m., I-90 will be reduced to one lane for repairs to the train bridge that crosses I-90 at the west edge of downtown Spokane. Work will start on the westbound side for two nights, then move to the eastbound side. Be alert for slow traffic.

SPOKANE COUNTY
Northside Decant Facility- Facility under construction near Ruby and Farwell, Flaggers may direct traffic through the area.

SPOKANE VALLEY
4th Avenue between Blake and McDonald - Closed from Wednesday, October 22 through Wednesday, November 26 for utility work.  Signs redirect traffic via 5th Avenue.

Southbound Adams (from Wellesley to Trent) - If weather permits, expect reductions to a single lane Wednesday, November 19 through Tuesday, November 25 from 7 a.m. to 7 p.m. for storm drainage improvements.


Sprague between University and Vista - If weather permits, expect single lane closures from 7 a.m. to 5 p.m. through early November for resurfacing, stormwater drainage improvements and sidewalk work.


Sullivan Rd Bridge Project area:

  • Sullivan northbound curb lane remains closed between I-90 and Flora Pit Road. One northbound lane will remain open at all times on the bridge. 
  • Northbound turns from Indiana onto Sullivan will be reduced to one lane.
  • East Flora Pit Road at N. Sullivan Road will be closed for utility work.
  • The Centennial Trail below the Sullivan Bridges may be closed from 7:00 AM to 3:30 PM Monday, November 17 through Friday, November 21 if necessary to complete construction of the protective Trail covering.  Signs will redirect Trail users along Indiana Avenue when the Trail closure is in effect.
Westbound Wellesley (from Moore to Sullivan) - If weather permits, expect narrowed lanes at times Tuesday, November 18 through Tuesday, November 25 from 7 a.m. to 7 p.m. for stormwater drainage improvements.

SPOKANE CITY
Washington Street Lane Closures- 
 Two eastbound lanes of Washington north of 2nd will be closed from November 17 – 19 for water line work.

Local Road Construction Update

SPOKANE VALLEY
4th Avenue between Blake and McDonald- Closed through Wednesday, November 26 for utility work. Signs redirect traffic via 5th Avenue.
Appleway Boulevard from Dora to Park- Brief lane closures for landscaping and stormwater drainage improvements. 

Farr Road from just south of 4th to Appleway- Closed through October 31 for sidewalk upgrades.  Use University or Dishman-Mica as alternatives.


Fox Road from Sprague to 1st - Closed through October 31 for sidewalk upgrades. 


Perrine between Sprague and Main- Closed through October 31 for sidewalk upgrades.

Sprague Avenue between University and Vista- Reduced to two lanes through October for resurfacing, stormwater drainage improvements and sidewalk work.
Sullivan Rd Bridge Project area:
·         Sullivan northbound curb lane closed between I-90 and Flora Pit Road. One northbound lane will remain open at all times on the bridge.

Sundown Drive between Bowdish and Hollow Court- Closed through 5 p.m. on Wednesday, October 29 for sewer work.  

SPOKANE COUNTY

Bruce Road Bridge- Bridge Replacement, Road Work /Barrier/Approach Slab/Guardrail. The bridge will reopen Saturday with flaggers directing traffic. Expect delays.

Wandermere Pathway- Dartford south to “Children of the Sun” trail, Under construction Pathway/Shoulder work/Guardrail.
           
Hayford Road between Westbow and Richland- Road closed until further notice.

WSDOT
US 195 and SR 27 Congestion- On Saturday, October 25, expect congestion on US 195 and SR 27 between Spokane and Pullman, plus SR 26 between Vantage and Colfax, as fans travel to and from the WSU Cougar football game. 

I-90/Freya St. to Pines Road- Possible eastbound or westbound left lane restrictions, 9 a.m. to 3 p.m. weekdays to clean drains in the median.

SPOKANE CITY
Washington Street Sidewalk Closures- The sidewalk at 9 S. Washington will be closed from October 24-28 to fill in a grate.

Washington Street Closure- Two-thirds of Washington will be closed near Boy Scout Way for fiber optic service installation, October 24 – 31.

12th Avenue Closure- 12th Avenue between Grand Boulevard and Cowley Street will be closed  on October 27 for Rhodes Crane to set up a crane for hoisting.

High Drive Construction- Pathway grading, paving, shoulder work, curb ramps, and hydroseeding will continue into next week. Paving on the main roadway is scheduled to be completed next week. The 29th Ave. intersection will be closed Oct. 27-31. This project includes pavement reconstruction, storm, sewer, swales, and water main replacement from 29th Avenue to Bernard Street. Phase One construction is expected to last until late October. Phase Two of this project, Bernard Street to Hatch Road, will begin in the spring of 2015.

Residential Grind and Overlay Project- Crews performed Asphalt paving on the Arthur Street portion. The project called for completion of grind and overlay repair on the following streets:


o   Pittsburg Street from Heroy Avenue to Wellesley Avenue and Heroy Avenue from Helena Street to Pittsburg Street. Work is substantially complete.
o   Arthur Street from 13th Avenue to Newark Avenue (excluding 9th Avenue west to 9th Avenue east)
o   Excell Avenue from G Street to the beginning of the cul-de-sac east of Audubon Drive. Removal work has begun.

Greene Street Bridge Watermain- Greene Street from Marshall Avenue to Carlisle Avenue is reduced to one lane each direction. Carlisle at Greene is also closed and a detour has been put in place. This project is for work on the existing 30” steel water main that is suspended under the Greene Street Bridge.  This project will pull a 24” pipe through the existing 30” steel main. The new pipe will not add weight to the bridge due to the smaller amount of water that will be flowing through the new pipe.


Drywell Installations- This project will provide drywell installations in nine intersections: 33rd Avenue and High Drive, Jefferson Street and Regent Court, Jefferson Street and Saxon Court, Lincoln Drive and Saxon Court, Lincoln Drive and Croydon Court, 36th Avenue and Bernard Street, 37th Avenue and East Gate Court, 37th Avenue and High Drive and Bernard Street and High Drive.

Traffic Calming ProjectsThis project will construct crosswalks, sidewalks, curb ramps, and place signage around the city.

Regional Road Construction Update

WSDOT
US 2/Espanola Road to Interstate 90- Between the hours of 7 p.m. and 6 a.m., Monday through Friday, expect intermittent lane closures in the vicinity of Flint Rd. so crews can resurface the highway and install a signal system at the intersection. Flint Road is closed from US 2 to the south. A detour is available.  Flint Road is closed to the north between 7pm and 6am, Monday through Friday. At the Espanola Road intersection Tuesday evening, July 1st, beginning at about 7 p.m. until paving is completed the following day, expect single-lane, alternating traffic, directed by flaggers.

I-90/Liberty Park to Havana Street- During overnight hours, from about 9 p.m. until the following morning at 5 a.m., on and off ramp closures and outside lane closures as crews replace the existing lighting.

I-90 Westbound/Fancher Off Ramp Intersection- Lane restrictions at the intersection of Sprague Avenue and Fancher Road at the end of this off-ramp.

I-90/Eastbound Sullivan Road Interchange Off Ramp- From about 8 a.m. until as late as 3 p.m., lane restrictions on the Sullivan Road eastbound off ramp and possibly the left lane of northbound and southbound Sullivan Road for traffic signal revisions.

US 195/Cheney-Spokane Road Interchange- Northbound on and off-ramps, plus the southbound off-ramp are open to traffic.  The southbound on-ramp is under construction.  Drivers need to use Qualchan Road to access southbound US 195 during this work.  The Qualchan Road intersection and the Inland Empire Way Intersection are now restricted to southbound access only (right turn in/right turn out).  No left-turns or cross traffic are allowed.  This is a long-term configuration.  The Cheney-Spokane Road interchange is now the northbound US 195 access for these two intersections.

SR 290/Sullivan Road Overpass- On Monday, June 30, between about 7 a.m. and 5 p.m. the westbound SR 290/Trent Road right lane will be closed at Sullivan Road for bridge girder repairs.  All on and off ramps will be open. 

SR 904/Cheney (Betz Road) to I-90 @ Four Lakes- Some paving remains followed by paint striping and other final items on a project to resurface the roadway. In general, between the hours of 7 p.m. and 6 a.m., drivers should expect single-lane alternating traffic on SR 904 between Four Lakes and Cheney, directed by flaggers and/or pilot cars with delays.  All lanes will be open during daytime hours.  

NSC/BNSF Railway Structures/Realignment & Ped/Bike Trail Extension- Drivers on Freya, north of Francis, and at the NSC southbound off-ramp roundabout, should be alert for flaggers directing traffic as trucks enter and exit the work area.  During morning commute hours, southbound NSC drivers should be prepared to stop near the roundabout and expect some congestion and delays.

Argonne Road from Broadway to Sprague - Reduced to one lane southbound through early July for resurfacing.

Sprague Avenue westbound from Thierman to I-90 Overpass - Reduced to two lanes through early July for resurfacing, stormwater drainage improvements, and sidewalk work.

Sprague Avenue eastbound from the I-90 Overpass to Thierman - Reduced to one lane through early July for resurfacing, stormwater drainage improvements, and sidewalk work.

Sprague Avenue between University and Herald - Reduced to two lanes westbound through mid-July for resurfacing.

Sprague Avenue westbound between Vista and Park - Reduced to two lanes through Thursday, July 3 at 10 p.m. for roadwork.

Trent Avenue beneath the Sullivan overpass - Westbound curb lane closed from 7 a.m. to 5 p.m. on Monday, June 30 for repairs to the Sullivan overpass.

4th Avenue between Thierman and David - Closed through 5 p.m. on Thursday, July 3 for utility work.  Signs redirect traffic via Eastern and 2nd.


Montgomery Avenue at Long - Montgomery just north of Long, and Long just west of Montgomery are reduced to a single lane until 5 p.m. today and from 7 a.m.to 2:30 p.m. on Saturday, June 28 for installation of a turn lane.  Flaggers will direct traffic through the work area.

SPOKANE CITY
·        Hoopfest Road Closures- Most of downtown will be converted to basketball courts for Hoopfest Saturday and Sunday.  Expect closures from First to Boone avenues and from Browne to Lincoln streets.  All of downtown will experience traffic congestion. The 2014 Spokane Regional Road Construction Map shows all the closures here. Zoom in to the downtown area to view them. 

      Hillyard Appreciation Day Street Closures Saturday- Broad, Wabash, Olympic, and Queen will be closed from Market to Greene Street. Greene Street will be closed from Broad to Queen Street. Queen Street will be closed from Haven to Market Street. Festivities run from 8 a.m. to 6 p.m. 

     Monroe Street Bridge Inspection- The Monroe Street Bridge gas line is set to be inspected by Avista on Tuesday, July 2, starting at 7:30 a.m. One lane on the west side, south bound curb lane will be closed for the work. 
     
Grand Boulevard Construction- 
McClellan Street between 8th and 9th Avenue has one lane southbound.  Northbound is detoured onto 9th Avenue over to Cowley. 9th Avenue/Rockwood Boulevard between Grand Boulevard and the hospital tower is closed with driveway access.  Local access only at Cowley and 9th to the hospital.  Southbound on Stevens has access to the medical building on 9th Avenue. Traffic will be impacted both north and south bound mainly between 8th and McClellan, 9th and Rockwood, to Cliff and Grand. This project will preserve the roadway and upgrade ADA ramps and curbs and sidewalks.

Cedar Road/Country Homes Boulevard Intersection- 
This project will install a traffic signal at the Cedar Road/Country Homes Boulevard intersection. Traffic is routed along the west 1/2 of Country Homes Blvd. through the Cedar Rd. intersection with one lane access each way (north and south).  Removal of existing asphalt, concrete curb and sidewalk and water line work begins on the east 1/2 of the intersection.
Cedar Road between Francis Ave. and Country Homes Boulevard is closed.

Mission Avenue Construction- Construction continues with the two eastbound lanes of Mission from Hamilton to Perry Street closed. This project will reconstruct the street by replacing the asphalt surfacing, including ADA ramps, as needed.  

Westview Elementary Sidewalk- This project will remove existing curb/gutter, relocate drainage structures, and cut and remove asphalt needed to install new curb/gutter on the north-northwest side of Bismark and create a 35’ road width from Assembly to Driscoll and 32’ from Driscoll to Moore. In addition, the project will install 5’ sidewalk with 5’ planter strip on Fotheringham from the alley one half block south of Bismark to Bismark and on Bismark from Fotheringham to the alley one half block south of Bismark to Bismark.  ADA ramps will be installed on all new sidewalk corners, and on connecting corners where needed.

Francis Avenue from Division to Crestline- Traffic has switched over to the north half of Francis Ave. allowing the removal of existing curb, sidewalk and asphalt pavement to begin on the south half. ITS installation along Colton St. and Dalke Ave. is proceeding.  Colton Street from Francis to Dalke Avenue will be closed for approximately 2 weeks to perform ITS installation. Dalke Avenue from Division Street to Colton Street will have an area along the north curb closed for approximately two weeks to perform ITS installation. 
This project will rehabilitate Francis Avenue from Division to Crestline Streets. The work is curb to curb and includes installation of ADA curb ramps, where needed. 

Francis and Freya Intersection Work- A signal removal and replacement is underway at the Francis/Freya intersection. Flagging at the intersection will occur between 9 a.m. and 3 p.m. The dedicated right turn lane will be closed for southbound traffic on Freya Street in order to construct the new roadway at the northwest corner. All traffic movements will still be allowed. The right turn onto westbound Francis Avenue will be routed from the through lane.  Additional traffic congestion is anticipated.

Arthur Street Closure- Arthur Street is closed from 5th Avenue to 2nd Avenue. Third Avenue is reduced to one lane at the intersection of Arthur. This project is to repave Arthur from I-90 to 2nd Avenue, add sidewalks along the west side of Arthur, and adds curb ramps and pedestrian lighting to various intersections. 

SPOKANE COUNTY
Farwell Road - Under construction from Market to the North Spokane Corridor. Watch for lane restrictions.

Bruce Road Bridge and Bruce Road Approach- Bridge replacement underway. Detour in place.

Country Homes Boulevard- Southbound lanes closed from Cedar to Wall.

SRTC is the federally designated Metropolitan Planning Organization (MPO) for Spokane County. Urbanized areas with populations exceeding 50,000 people are required to have an MPO. SRTC was formed to address the county's transportation planning needs. It provides coordination in planning between the public, cities, small towns, the county, the state, transit providers, and tribes.

SRTC offers services including transportation monitoring, transportation modeling, census information analysis, travel demand forecasting, historical traffic count analysis, geographic information systems, and trip generation rates.
