Proposed Amendment to Transportation Improvement Program

Here's some fun to kick Wednesday off right. SRTC is looking for your feedback on a proposed amendment to the 2017-2020 Transportation Improvement Program (TIP). The TIP is a document of projects to be undertaken or constructed during the upcoming four years. It is updated throughout the year as SRTC’s member jurisdictions have projects to add, change or remove from the program, often as funding becomes available.

The suggested update would add four new projects to the program, delete one and change three others already included in the TIP. The projects in question are in the images below. Proposed Amendment to Transportation Improvement Program

SRTC is looking for input from the public on a proposed amendment to the 2017-2020 Transportation Improvement Program (TIP) that would add one new project and change two items already in the TIP.

The TIP is a document that identifies projects slated to be undertaken or constructed during the upcoming four years. It includes project names and descriptions, the jurisdiction sponsoring them, funding attached to each project, and where the funding came from (local, state or federal funds). The TIP is updated throughout the year as SRTC’s member jurisdictions have projects to add, change or remove from the program, often as funding becomes available. The amendment currently being considered includes the following items:

Scour Protection for Bridges- The amendment would remove $196,599 from the amount programmed in 2017 for this Spangle, WA project because the funds obligated (were approved to be spent) in late 2016. 

Spokane County Signal Safety- New project. Design for and improve intersection traffic signal phasing, traffic signal head visibility and pedestrian accessibility at various signalized intersections in unincorporated Spokane County.

Metropolitan Transportation Planning- The amendment would remove the amount programmed in 2017 for SRTC planning activities because the funds obligated in late 2016.

Last Chance to Comment on the draft Transportation Improvement Program

Last chance to give us your thoughts on the draft 2017-2020 Transportation Improvement Program (TIP). The public comment period ends this Sunday, Oct. 2.

The TIP lists transportation projects and programs to be built or implemented during the upcoming four years. All projects receiving federal funds are required to be included in the TIP. It is updated with new projects annually and includes project names and descriptions, jurisdictions sponsoring them, funding attached to each project, and where the funding came from (local, state or federal). The 2017-2020 TIP contains:

•  One hundred and twenty projects, with 24 projects new to the TIP this year (a table of the new projects is below);
•  A total of $563.4 million in local transportation investments to be spent between 2017 and 2020.

The 2017-2020 TIP can be viewed at http://www.srtc.org/tip.html. There is also an interactive map at that page that shows how the projects are distributed throughout Spokane County.

Looking for Input on Transportation Improvement Program

We are looking for some input from you. The annual update of the Transportation Improvement Program (TIP) has recently been completed and is available for public review and comment.

The TIP lists transportation projects and programs that jurisdictions within Spokane County plan to build or implement during the upcoming four years. All projects receiving federal funds are required to be included in the TIP. It is updated with new projects annually and includes project names and descriptions, jurisdictions sponsoring them, funding attached to each project, and where the funding came from (local, state or federal). The 2017-2020 TIP has 120 projects, totaling $563.4 million in local transportation investments to be spent between 2017 and 2020.

Each of those projects has a page devoted to it in the TIP that explains the scope of the project, the price tag, construction and other pertinent dates, a map of the location and more.

The 2017-2020 TIP can be viewed at http://www.srtc.org/tip.html. There is also an interactive map at that page that shows how the projects are distributed throughout Spokane County.

A public comment period on the TIP runs through Sunday, October 2, 2016. Comments can be emailed to contact.srtc@srtc.org, mailed to SRTC at the address below, or phoned in to (509) 343-6370.

For those who would like to review the TIP in person and ask questions of staff from SRTC, Spokane Transit and the Washington State Department of Transportation, a public open house is scheduled for Tuesday, September 20 from 4-6 p.m. at SRTC, 421 W. Riverside Ave., Suite 500, Spokane, WA 99201.

We need your input. We've just finished the annual update of the Transportation Improvement Program (TIP) and are asking members of the public to look it over and give us some feedback on the projects included in it. We're also holding an open house so you can do this face to face with us.

The TIP lists transportation projects and programs that jurisdictions within Spokane County plan to build or implement during the upcoming four years. All projects receiving federal funds are required to be included in the TIP. It is updated with new projects annually and includes project names and descriptions, jurisdictions sponsoring them, funding attached to each project, and where the funding came from (local, state or federal). The 2017-2020 TIP contains:

Projects in the TIP vary from those that maintain and preserve roads to construction of new facilities like the North Spokane Corridor and projects that encourage economic development. There is also bridge replacement projects, public transit improvements and new bicycle and pedestrian facilities included in the document.

Proposed Amendment to Transportation Improvement Program

We're looking for input on an amendment to the 2016-2019 Transportation Improvement Program (TIP) that proposes adding one new project and making changes to two projects already in the program.

The TIP is a document that identifies projects slated to be constructed during the upcoming four years. It includes project names and descriptions, the jurisdiction sponsoring them, funding attached to each project, and where the funding came from (local, state or federal funds). The TIP is updated throughout the year as SRTC’s member jurisdictions have projects to add, change or remove from the program, often as funding becomes available. 

The amendment currently under consideration would make the following changes:

·         Walk Bike Bus Spokane- Transfer $11,800 from the preliminary engineering phase of this program to a new construction phase to build a covered bike parking kiosk in the Garland District.

·         Eastern Region Regionwide ADA Project- Pedestrian Access Upgrades- Increased total project cost from $1,570,810 to $2,959,750 due to adding more Americans with Disabilities Act (ADA) locations to be upgraded.

·         US 395/North Spokane Corridor (NSC) Freya St. Structures- This new project to the TIP will construct the NSC mainline bridges over Freya Street and construct the second phase of mainline retaining walls adjacent to the BNSF railway tracks.

Amendment Would Add Two Bridge Projects to Transportation Improvement Program

SRTC is asking for your input on an amendment to the 2016-2019 Transportation Improvement Program (TIP) that proposes adding two new Washington State Department of Transportation projects to the program.

The TIP identifies projects slated to be undertaken or constructed during the upcoming four years. It includes project names and descriptions, the jurisdiction sponsoring them, funding attached to each project, and where the funding came from (local, state or federal funds). The TIP is updated regularly throughout the year as SRTC’s member jurisdictions have projects to add, change or remove from the program, often as funding becomes available.

A public comment period for the amendment starts Wednesday, June 22, 2016. Members of the public are encouraged to provide input on the projects included. Amendment Proposed to the Transportation Improvement Program

SRTC is asking for input from the public on an amendment to the 2016-2019 Transportation Improvement Program (TIP) that proposes adding two new City of Spokane projects and one Spokane Valley project to the program.

The TIP is a document of projects and programs planned to be undertaken or constructed during the upcoming four years. It includes project names and descriptions, the jurisdiction sponsoring them, funding attached to each project, and where the funding came from (local, state or federal funds). The TIP is updated regularly throughout the year as SRTC’s member jurisdictions have projects to add, change or remove from the program. The amendment currently under consideration would add the following projects:

·         Maxwell-Mission Ave. Lane Reduction, Maple St. to Washington St.- Restripe a four lane road to two lanes with a two-way left turn lane. Bike lanes and/or wide lanes will be added for the length of the project.

·         Monroe St. Lane Reduction and Hardscape, Indiana Ave. to Kiernan Ave.- This project will change North Monroe Street from five lanes to three lanes. It also includes widened sidewalks, curb extensions, pedestrian refuge islands and other improvements.

·         SR27 (Pines Road) and Grace Avenue- Widen the roadway to add a left turn lane.

Two Projects Proposed to be Added to Transportation Improvement Program

As we do most months, SRTC is proposing to amend the 2016-2019 Transportation Improvement Program (TIP) by adding two new projects. 

The TIP is a document that identifies transportation projects programmed to be undertaken or constructed during the upcoming four years. It includes project names and descriptions, the jurisdiction sponsoring them, funding attached to each project, and where the funding came from (local, state or federal funds).

The TIP is updated regularly throughout the year as timelines, funding sources and plans change at SRTC’s member jurisdictions.

The amendment currently under consideration would add the following projects:

·         Barker Road/BNSF Grade Separation- A Spokane Valley project that would construct a bridge over the BNSF railroad tracks at Barker Road and SR 290.

·         I90/3^rd Avenue Bridge- A Washington State Department of Transportation project to repair concrete and joints to preserve the structural integrity of the bridge and extend its life.
