New federal data suggests that all but 10 states have seen a decline in drunken driving deaths- and our neighbor to the east is one of the ten states that hasn't. In fact, the rate of drunk driving deaths in Idaho has increased from 2007 to 2008.

SRTC is the federally designated Metropolitan Planning Organization (MPO) for Spokane County. Urbanized areas with populations exceeding 50,000 people are required to have an MPO. My best guess is a possible increase in population.... If folks from more populated areas lose their jobs and move back home, there's more people. But I don't know if Idaho has had a population increase or decrease....
But, it's the best I can do.
