North Monroe Corridor Project Open House

The City of Spokane is hosting a public open house on Thursday, Jan. 26 from 4-7 p.m. at Knox Presbyterian Church, 806 W. Knox on a project to improve North Monroe Street between Indiana and Kiernan.

The project includes reconfiguring the street from four lanes to two travel lanes with a center turn lane, from about Shannon to Cora. It will also will include curb bumpouts at intersections that reduce pedestrian crossing distances, enhanced crossings at three locations with flashing yellow beacons, pedestrian lighting, and a climbing lane on the hill. The current on-street parking will be widened for easier use and spaces will be added.  Sidewalks will be widened.

In addition to the open house, the City is developing an online feedback tool that describes the various elements of the project, and then provides a survey for citizens to fill out. The online tool is expected to be launched about a week prior to the public meeting.  More information on the project is found on the City’s web site. 

Spokane City's Largest CSO Projects Starting Soon

The City of Spokane is embarking on its largest Combined Sewer Overflow (CSO) tank yet. According to the City of Spokane website, CSO 24 will have the capacity to hold over 2,000,000 gallons of combined sewage. Construction on this tank will begin in mid-January on land to the west of Adams Street between Sprague and 1st Avenue. Once CSO 24 is complete it will collect combined sewage from most of the south hill and the west part of downtown Spokane. This project will be built in three phases. Phase 1 will start in January and includes all the preliminary work for the tank. Phase 2 is the construction of the CSO tank and will take 18 months to complete. Currently, Phase 3 is in the design phase and includes the landscaping work which will be above the tank.

Main Avenue Makeover

There's been a lot of talk about the Main Avenue project downtown lately, mostly because of a new concept in parking that is part of the project.

According to the City of Spokane blog, west Main Avenue between Washington and Pine Streets is getting as makeover that includes:

• Restriping
• Planted entry feature (I don't know what that means either)
• Multi-purpose space in the center of the street that can be used for different purposes during different times.
• Mid-block crossing with curb extensions and planting
• Mid-block planters and benches
• Pay-by-Plate parking system with four kiosks

On weekdays, the multi-purpose area in the middle of the street will be used for diagonal car parking. During special events, it can serve as a gathering area for people.

Local Road Construction Update

SPOKANE CITY

1^ST Avenue from Erie Street to Altamont Street- Work has resumed on this project to preserve pavement from Helena to Altamont Street and add ADA ramps and striping.  Traffic impacts are minimal.

Addison/Standard Bicycle/Pedestrian Corridor from Buckeye to Holland- Work from Lincoln to Bridgeport on Addison and Standard is underway for the next two weeks to install signs and striping. This project will complete a major bicycle and pedestrian corridor.  It will add new bike lanes and sidewalks along the entire corridor and make improvements to existing bike lanes.

Bridge Avenue and Monroe Street CSO Work- Bridge Avenue is closed.  Lincoln has one northbound lane open. Lincoln southbound is closed. This project will construct a Combined Sewer Overflow Tank (CSO) tank and piping.

Hartson Avenue from Altamont Street to Fiske Street- Work has started between Smith Street and Altamont Street.  Access is limited. This project includes reconstructing the roadway, filling sidewalk gaps, replacing curbing where needed and installing ADA curb ramps.

Havana Street Improvements from Glenrose Road to 37th Avenue- Havana Street is closed. Improvements include pavement replacement, filling sidewalk gaps and a pilot project to add porous asphalt bicycle lanes.  This project will also include installation of a water transmission main between 37^th Avenue and the Brown Park reservoirs at 57^th Avenue.

Monroe/Lincoln Street Couplet, 8^th Avenue to 2^nd Avenue- Monroe Street is closed.

• The on ramp for eastbound traffic at Monroe is closed for pipe installation through until Monday, May 9,
• Traffic exiting Maple Street eastbound is detoured off 4^th at Jefferson Street
• The alternative route during the Lincoln Monroe Project is the converted two-way traffic on Lincoln.  
• The official detour route is Stevens and is clearly marked
• Alternative routes are not clearly marked as they are local and business access routes

This project reconstructs the roadway from 8^th to 2^nd Avenue and installs storm water and water facilities.  The portion of this project that reconstructed the street from 2^nd to 4^th Avenues is substantially complete.

2nd Avenue Lane Closures- The City of Spokane Water Department will close one lane at a time on 2^nd Avenue from Freya to Rebecca to repair/install irrigation lines from April 25 to May 9.

·    Sprague Avenue Closure- Sprague Avenue will be closed between Monroe and Lincoln on April 24 for placement of a crane in the right-of-way.

·

Pettet Drive/TJ Meenach Combined Sewer Overflow (CSO 12) Project- Pettet Drive under TJ Meenach Bridge is closed for initial work on the combined sewer overflow tank project that is scheduled in that area.  The Centennial Trail is open. The traffic control plans are as follows:

·    Northbound traffic entering the project on Pettet Dr. will be detoured to northbound TJ Meenach Dr. (This is the only movement allowed)

·    East bound traffic entering the project on Downriver Dr. will be detoured to southbound TJ Meenach Dr. (This is the only movement allowed)

·    Northbound traffic entering the project on TJ Meenach will be forced to continue north on TJ Meenach Dr. (The portion of the clover leaf that allows traffic to access Pettet Dr. and Downriver Dr. will be closed)

·    Southbound traffic entering the project on TJ Meenach will be allowed to proceed south on TJ Meenach or proceed west on Downriver Dr. (Access to southbound Pettet will not be allowed)

Qualchan Force Main on Meadowlane Replacement Project- Qualchan Force Main on Meadow Lane is under construction.  Expect delays into the area and golf course. Work on this project has begun and will last approximately 30 days. Meadowlane will be restricted to one lane. Qualchan Golf Course entrance will also be restricted to one lane for approximately one week.

Rowan Avenue Improvements from Driscoll Boulevard to Alberta Street- Paving on Rowan has begun.  It is anticipated that Rowan will open by Friday, May 29.  Currently, Rowan Avenue is closed from Driscoll Boulevard to N. “A” Street. Rowan will be closed from Alberta Street to Monroe Street beginning April 18.  The intersection of Alberta, Belt, Ash, and Maple will remain open to north and southbound traffic. This project is for reconstruction work from Driscoll Blvd. to Monroe Street. The project also includes installation of bike lanes, filling sidewalk gaps and replacing water lines.

Spokesman Review Building Maintenance Work- Walker Construction and Rhodes Crane will be closing Sprague Ave between Lincoln St and Monroe St. on April 24 to remove equipment on the roof of the Spokesman Review building. A detour route to Riverside Avenue will be in place.  

WSDOT

I-90/Sunset Hill to Liberty Lake- Sunday through Thursday, during daytime hours, WSDOT Maintenance crews will be sweeping and cleaning drains on I-90 in the Spokane metro area at various locations, possibly in the far left or far right lanes or shoulders. Be alert for lane restrictions with workers and equipment adjacent to traffic. 

SPOKANE COUNTY
Market Street from Parksmith to Farwell- The road is closed with a detour in place in order to install sewer components and fiber optics and rehabilitate the road.

SPOKANE VALLEY

Indiana Parkway from Desmet Court to Steen Parkway- Closed through Thursday, June 16 for utility work. Signs redirect traffic via Mission Parkway.

Southbound Sullivan Road Bridge across the Spokane River- Closed until Summer 2016 for bridge demolition and replacement work:

·         Traffic remains reduced to one lane northbound and two lanes southbound.

·         Southbound Sullivan Road at Flora Pit Road will be reduced to one lane on Wednesday, April 27^th from 7 a.m. to approximately  p.m.

·         Northbound traffic is restricted to vehicles ten feet wide or less.  Oversized vehicles should use Barker Road or Pines Road as alternatives.

·         Turns from Indiana Avenue onto northbound Sullivan Road are reduced to one lane.

·         The Centennial Trail below the bridge is open. Expect temporary closures/detours to be announced.

City Asking For Citizen Input On Wall Street Design Downtown

Citizens are invited to participate in a public meeting to discuss the design of a block of Wall Street downtown. The meeting is Tuesday, Nov. 3, from 4 to 5:30 p.m. in the Council Briefing Center in the lower level of City Hall, 808 W. Spokane Falls Blvd.

The meeting follows a separate meeting on the design that was held in July. The November meeting will look at concepts and materials that resulted from earlier input.

The City of Spokane is looking to update Wall Street from Main Avenue to Spokane Falls Boulevard, following a project to install a sewer main. Crews are currently installing the pipe and plan to cover the construction area with a temporary surface. In a second phase, planned for spring of 2016, the City will install a new surface on the street and add lighting and landscaping. 

Wall Street from Spokane Falls Boulevard to Riverside Avenue is a brick street, designed for greater pedestrian activity.  The need for utility work in the block between Spokane Falls and Main provides an opportunity to update the street design, improve its pedestrian appeal, further activate its use for events, and help lead people to a renovated Riverfront Park.  The City eventually would like to extend the new design on the block between Main and Riverside.

You may notice that projects underway now are more prominent while ones that will start later this construction season are more in the background.

WSDOT

I-90/Sunset Hill to Barker Road- Sunday Aug 23 through Thursday, Aug 27, from about 6 a.m. until as late as 3 p.m., drivers should be alert for left lane or right lane restrictions with possible slow traffic for shoulder sweeping.

I-90/Medical Lake Road Bridges- Monday, Aug. 24 from about 8 a.m. until 3:30 p.m. westbound I-90 will be reduced to one lane for bridge maintenance.  On Tuesday, Aug. 24, from about 8 a.m. until 3:30 p.m. eastbound I-90 will be reduced to one lane.  Drivers should be alert for slow traffic, congestion, and possible delays.

US 2-Ruby Street @ North River Drive & Indiana Intersections- Drivers on Ruby Street should expect lane restrictions as crews work on the adjacent sidewalk ADA ramps.

I-90/ Argonne, Liberty Lake Interchange Sidewalk ADA Ramps- Be alert for lane restrictions near freeway ramp/local street intersections for upgrades to sidewalk ramps at intersections.  No freeway mainline restrictions.  All ramps open.

SR 206/Bruce Road to Mt. Spokane State Park Gate- Be alert for long delays with flaggers and/or pilot cars directing single-lane, alternating traffic as crews chip seal the roadway. When loose gravel is present on the roadway, the legal speed limit will be reduced to 35 mph.  Drivers should be alert for speed limit signage.

US 195-Southbound/I-90 to Excelsior Road- Be alert for southbound US 195 reduced to one lane in multiple work areas with possible slower traffic as crews repair concrete in the southbound lanes. A temporary speed reduction is in effect. 

SR 290-Trent Ave./Sullivan Road to Idaho State Line- From about 6 p.m. until as late as 6 a.m. the following morning, paving, shoulder work and pavement marking work will be underway along SR 290 between Wellesley and the State Line. Expect delays of up to 20 minutes with flaggers and pilot cars directing single lane traffic. 

SPOKANE CITY

Wall and Main Intersection Work- Work in the intersection of Wall Street and Main Avenue continues. Crews are working 12 hour days and worked through the weekend in an effort to have Main Street open as soon as possible. Working conditions have been challenging and difficult due to the tight location of existing infrastructure pipes. Paving of the intersection is anticipated for Monday, August 25 and it is anticipated to reopen on Tuesday, Aug. 25.

High Drive and Hatch Closure- This project includes pavement reconstruction, storm, sewer, swales, and water main replacement from Bernard Street to Grand Boulevard. Construction is expected last through the fall. Work on the intersection of Scott Street and 43^rd Avenue will wrap up this week. The next two weeks grading, paving and curb work will be happening at this intersection. Mid-week drywell installation will be occurring between Thurston to 39^th Avenue and Grand Blvd. to Garfield Street. 43^rd Ave. from Garfield St. to Perry St. will be closed until late September. 

Monroe/Lincoln Couplet Work- Cedar Street from 4^th Avenue north to the alley is closed for work on Cedar. This work is for a drainage structure and piping installation. The project includes reconstruction of the street from 2^nd to 4^th Avenues and will replace the asphalt surfacing, including ADA ramps as needed. 

Residential Grind and Overlay- 

o   Tuesday, August 18 till Friday, August 28- Hartley Street from Royal Drive to Lyons Avenue

o   Friday, August 28 till Friday, September 11- Dakota Street from Montgomery Avenue to North Foothills Drive

o   Friday, September 11 till Tuesday, October 6- F Street from Rosamond Avenue to 6^th Avenue 

o  First Avenue from Helena to Altamont

Sprague Avenue Lane Closure- Avista will close the northern lane of Sprague from 1214 W. Sprague to the intersection of Adams to install underground conduit starting Tuesday, August 25 to Monday, September 7.

Rowan Avenue Project- This project includes reconstruction of the street from Driscoll Blvd. to Monroe Street. The project also includes installation of bike lanes, filling sidewalk gaps and replacing water lanes. It is expected to last until October.

Francis Avenue ITS Devices Project- This project calls for installation of Variable Message Signs, Closed Circuit TV systems, fiber optic cables, and other related miscellaneous items along Francis from Division to the East City Limnits. Motorist will see intermittent lane closures for the duration of the project.

Havana Street from Glenrose to 37th- Glenrose Road from 57^th Avenue to Havana Street is closed to thru traffic. Work has begun at the intersection of Freya and 44^th with traffic and pedestrian improvements. Improvements include full width pavement replacement, complete sidewalk gaps and pilot project porous asphalt bicycle lanes.  This project will also include installation of a 36 inch water transmission main between 37^th Avenue and the Brown Park reservoirs at 57^th Avenue.

Indiana Avenue from Division to Perry- Indiana is closed from Division to Dakota.This project will include full depth roadway replacement and change lane configuration to one lane each direction with bike lanes.

SPOKANE VALLEY

Argonne from Appleway to Sprague- Lane closures from 7 a.m. until 7 p.m. until early September. One lane will remain open at all times. 

Main at Mullan- Access from Main onto Mullan will be closed at times from 7 a.m. to 7 p.m. weekdays through late August

Mansfield Avenue between Pines Rd and Houk Rd.- Narrow lanes from 7 a.m. until 5:30 p.m. through late September for utility work and road reconstruction. Traffic may be reduced to one lane at times with flaggers. 

Montgomery from University to Dartmouth- Narrowed from 7 a.m. to 6 p.m. until late August. Pedestrian route available on one side of Montgomery at all times.

Mullan from Sprague to Broadway- Lane closures from 7 a.m. until 7 p.m. until early September. Two lanes will remain open at all times. 

Sullivan from Trent to Wellesley- Reduced to one lane in each direction around the clock through late August. 

Sullivan Road Bridge Replacement Project Area:

·       The southbound Sullivan Road Bridge across the Spokane River is closed until spring 2016 for bridge demolition and replacement work. Traffic is reduced to one lane northbound and two lanes southbound. 

·        Reductions to one lane southbound Monday through Friday between 7 a.m. and 3:30 p.m.

·         Turns from Indiana onto northbound Sullivan are reduced to one lane.

·       The Centennial Trail below the bridge remains closed with signs redirecting trail users onto surface streets. 

The following locations will be closed to through traffic around the clock until September 2015 for water main work:

·         25^th Avenue (between Bowdish and University)

·         22^nd Avenue (between University and Sunrise)

·         Chinook (between Sunrise and Oberlin)

·         Oberlin (between Chinook and 16th Avenue)

·         Sunrise (between University and Chinook)

Lincoln/Monroe Project, Phase II, Open House This Week

With major improvements currently underway on the Lincoln/Monroe Street couplet from 8th to 17th Avenues, the City of Spokane is looking forward to work that will happen in 2015.

Phase II of the Lincoln/Monroe Street Project will take place next year between 2nd and 8th avenues and you are invited to an open house this week to learn about the project. It's Wednesday, Sept. 17 from 6:30-7:30 p.m. at Roosevelt Elementary School, 333 West 14^th Ave.

Phase II of the project will include full-depth pavement rehabilitation, minor curb realignments, improved pedestrian facilities which meet ADA standards, and the installation of trees and landscaping to address stormwater runoff. There will be a short presentation at the Open House and staff will be taking community feedback.

US 2/Espanola Road to Interstate 90- During the following days and hours, single-lane segments of on and off ramps leading to and from Spokane International Airport (SIA) on US 2 and Sunset Hwy. will be closed for construction.  Detours will direct drivers to and from SIA. Expect delays and allow plenty of extra time to reach your destination to avoid missing flights.

Flint Road resurfacing and signal system installation- Between the hours of 7 p.m. and 6 a.m., Monday through Friday, expect intermittent lane closures in the vicinity of Flint Rd. Flint Road is closed from US 2 to the south. Flint Road is closed to the north between 7 p.m. and 6 a.m., Monday through Friday.  Grinding and paving will continue between the hours of 7 p.m. and 6 a.m. from FAFB through Airway Heights and towards I-90. 

US 2/Airport Road Overpass Bridges- Through Thursday, Sept. 4,  until as late as 3:30 p.m., US 2 may be reduced to one through lane in the vicinity of the airport interchange for bridge deck repairs.  All on and off ramps will be open.

I-90 Eastbound/Liberty Park Area- Sunday through Tuesday, Sept. 7-9, from about 9 p.m. until as late as 5:30 a.m. the following morning, eastbound I-90 will be reduced to one through lane for bridge joint repairs.  Be alert for slow traffic and congestion.

I-90/Liberty Park to Havana Street- During evening and overnight hours, from about 9 p.m. until the following morning at 5 a.m., be alert for possible on and off ramp closures to replace light poles. Also watch for outside lane closures from 7 p.m. to the following morning at 6 a.m.

I-90/Broadway Interchange- On Wednesday, Sept. 10, from about 9 a.m. until as late as 12:30 p.m. drivers should be alert for eastbound or westbound lane restrictions with possible congestion and slow traffic.

Project Description:  Routine bridge inspection.

I-90/Mullan Road Bridge- Wednesday through Thursday, Sept. 10-11, from about 9 p.m. until as late as 5:30 a.m., drivers on northbound Mullan Road over I-90 should be alert for lane restrictions, congestion, and possible delays due to bridge deck repairs.  

SPOKANE CITY

Spokefest 2014- On Sunday, Sept. 7, Spokane Falls Boulevard will be closed from Stevens to Monroe from 7-11 a.m. Monroe will be closed at Spokane Falls Blvd. intermittently between 8-10:30 a.m. Bicyclists will ride through Peaceful Valley and out Government way before continuing along the Centennial Trail.  The riders will finally cross Lincoln at Bridge and head into Riverfront Park. 

Main Street Sidewalk Closure- A portion of sidewalk will be closed on Main Avenue between Wall St. and Post St. to place dumpsters. This closure will last until Sept. 27.

Another Main Street Closure- Avista will be close the alley south of Main St. between Post and Lincoln to replace a roof top and transformer vault starting Sept. 8. The work will periodically close a portion of the sidewalk for loading and unloading. 

Central Avenue Closure- Central will be closed between Myrtle and Florida for sewer and water connections. Work is expected to last from Sept. 8-10.

Division Street Sidewalk Closure- The sidewalk closure at 1120 N. Division has been extended until Sept. 30 for demolition work.

Residential Grind and Overlay Project- This project will complete a grind and overlay repair on the following streets:

o   Arthur Street from 13^th Avenue to Newark Avenue (excluding 9^th Avenue west to 9^th Avenue east)

o   Excell Avenue from G Street to the beginning of the cul-de-sac east of Audubon Drive. Removal work has begun.

Work is underway on the Pittsburg and Heroy portion with removals of existing curb and sidewalk complete. New curb and sidewalk with ADA ramps have been placed.  

Combined Sewer Overflow Construction- One lane will be open in each direction on Sprague from Hatch to Scott Streets. This project will construct a combined sewer overflow facility on City property across from the City’s Sewer Maintenance Facility.

Addison from Columbia Avenue to Dalke Avenue/Calispel Street from Wellesley Avenue to Queen Avenue- This project is for a grind and overlay on Addison Street from Columbia Avenue to 525 feet north of Dalke Avenue. Crews will also replace a water main in Calispel Street from Wellesley Avenue to Queen Avenue.

Kendick Avenue Water Main- Crews will replace a water main in Kendick Avenue from 1,200 feet west of Nine Mile Road to Nine Mile road. A detour is in place.

Greene Street Bridge Water Main Replacement- Greene Street from Marshall Avenue to Carlisle Avenue will be reduced to one lane each direction starting Sept. 8. for six weeks. Carlisle at Greene will also be closed and a detour put in place. This project will pull a 24 inch pipe through an existing 30 inch pipe suspended under the bridge. The new pipe will not add weight to the bridge due to the smaller amount of water that will be flowing through it.

Lincoln/Monroe Construction- This project includes reconstruction of the street by replacing the asphalt surfacing, including ADA ramps as needed. Lincoln/Monroe street will be closed from 7^th-17^th Avenues. The closure is expected to last through mid-October.

High Drive Construction- Roadway excavation and subgrade preparation continues through the end of next week. Landscaping and irrigation system installation is expected to take several weeks. This project includes pavement reconstruction, sewer overflow storage facilities, storm, sewer, swales, and water main replacement from 29^th Avenue to Bernard Street. Phase One construction is expected to last until mid-October. Phase Two, Bernard Street to Hatch Road, will begin spring of 2015.

Division Street Sidewalk Project- This project will construct missing sidewalk in gaps adjacent to Division between Empire and Lyons. Work has begun on North Division from Lyons to Houston.  There will be a right lane closure from 10 a.m. to 6 p.m.

Grand Boulevard Construction- Paving on Grand Boulevard takes place Thursday, Sept. 4. McClellan Street between 8^th and 9^th Avenue has one lane southbound. Northbound is detoured onto 9^th Avenue over to Cowley.  9^th Avenue/Rockwood Boulevard between Grand Boulevard and the hospital tower is closed with driveway access.  There is local access only at Cowley and 9^th to the hospital.  Southbound on Stevens has access to the medical building on 9^th Avenue. 

Work south of 14^th is being done by the Wastewater Department.  This project will apply preservation treatments that consist of crack sealing, grind and overlay and some pavement rejuvenation techniques.  Upgrades to ADA ramps and minor curb and sidewalk repairs will also be done.

Francis Avenue from Division to Crestline- Crews are ready to pave the north side of Francis. Paving should be done within a week. The transition to paving the south side will happen after that.

SPOKANE VALLEY
8^th Ave from McKinnon to Fancher - Closed to all but local traffic through mid-September for paving, striping and shoulder-work. Signs redirect traffic via Carnahan, 16th and Bettman/Dickey. 

Eastern between Nixon and Valleyway - Rolling closures with restrictions to local access at times from 7 a.m. to 7 p.m. Monday through Friday for stormwater drainage improvements.  Access to businesses will remain available.

Sprague between University and Vista - Reduced to two lanes through mid-October for resurfacing, stormwater drainage improvements and sidewalk work. Overnight closures will occur each evening between the hours of 9 p.m. and 6 a.m. Monday, Sept. 8 into the morning of Thursday, September 11: 

·         Sprague from Willow to Marguerite  - signs will redirect traffic via Farr, Broadway and Vista

A Little of This, A Little of That

The Spokane Transit Authority Board of Directors last week voted to extend the proposed electric trolley bus line through downtown Spokane to Spokane Community College. Some folks in the Logan Neighborhood don't like some new signs that recently went up that prohibit pedestrians from crossing Mission Avenue at some intersections east of Hamilton. Construction begins on High Drive in south Spokane today. And there's a bunch of other projects underway throughout the county. The Spokesman-Review's "Getting There" column has a roundup of all things transportation-related locally.

Road Construction Update

SPOKANE VALLEY
Jackson, Drummond, Marlin, Buckeye - Closures announced earlier have been postponed to the week of June 22. 

Adams Rd from 4^th to Sprague - Closed through late June for utility work and resurfacing.  Signs redirect traffic via Progress Rd.

Argonne Road from Broadway Ave. to Sprague Ave. - Reduced to one lane southbound through early July for waterline installation.


Indiana between Greenacres and Long- Closed through Monday, June 16 for paving. Signs redirect traffic via Mission.

Progress Road between Broadway and Valleyway - Closed from 7 a.m. on Tuesday, June 17 through 6 p.m. on Friday, June 20 for sewer work. Use Burns and Sullivan as alternatives.


Sprague Avenue westbound between Vista and Park - Reduced to two lanes from Thursday, June 19 through Friday, June 27 for pavement work.

Sprague Avenue from Havana to I-90 - One lane in each direction during daylight hours from 6 a.m. to 9 p.m. weekdays through mid-July for signal loop installation.  In addition, there will be closures at the following location and times

• Sprague/Fancher Intersection - closed to traffic during overnight hours from 9 p.m. to 6 a.m. Tuesday, June 17 through Thursday, June 19.   Eastbound Sprague traffic will be redirected via Havana, Broadway and Thierman. Westbound Sprague traffic will be redirected via Thierman, Broadway and Havana.
•  I-90 Westbound Exit 285 off ramp at Fancher - Closed during overnight hours from 9 p.m. to 6 a.m. Tuesday, June 17 through Thursday, June 19.  Use Freya Exit 283B
• I-90 westbound on-ramp at Fancher - Closed during overnight hours from 9 p.m. to 6 a.m. Tuesday, June 17 through Thursday, June 19.  Use Freya Exit on-ramp
• Sprague Costco entrance at Lowe's - Expect brief closures at times for eastbound Sprague traffic around the clock from Tuesday, June 17 through Thursday, June 16 for signal loop installation.  Use Costco entrance at McKinnon.

Summit Parkway Bridge Inspection- A bridge inspection is scheduled for Thursday, June 19, 9 a.m., on Summit Parkway Bridge crossing over Maple street and Ohio Bridge crossing over Maple. One lane north bound and southbound will be closed for the inspection.

Grand Boulevard Construction- This project will apply preservation treatments that consist of crack sealing, grind and overlay and some pavement rejuvenation techniques. Upgrades to ADA ramps and minor curb and sidewalk repairs will also be done.

Cedar Road/Country Homes Boulevard Signal Work- Work on removals of existing asphalt pavement, curb and sidewalk has begun. This project is for installation of a traffic signal at the Cedar Road/Country Homes Boulevard intersection. Traffic will be routed along the west 1/2 of Country Homes Blvd. through the Cedar Rd. intersection with one lane access each way (north and south).  Removal of existing asphalt, concrete curb and sidewalk and water line work will begin on the east 1/2 of the intersection.

Mission Avenue Construction- Construction continues with the two eastbound lanes of Mission from Hamilton to Perry Street closed. This project will reconstruct the street by replacing the asphalt surfacing, including ADA ramps, as needed. 

Francis Avenue from Division to Crestline- Traffic has switched over to the north ½ of Francis Ave. allowing the removal of existing curb, sidewalk and asphalt pavement to begin on the south ½.  The water line and Storm drainage structure installations will commence soon after removals are completed.  ITS installation along Colton St. and Dalke Ave. is proceeding.  Colton Street from Francis to Dalke Avenue will be closed for approximately 2 weeks to perform ITS installation.  Dalke Avenue from Division Street to Colton Street will have an area along the north curb closed for approximately 2 weeks to perform ITS installation. 

This project will rehabilitate Francis Avenue from Division to Crestline Streets.  The work is curb to curb and includes installation of ADA curb ramps, where needed. 

Arthur Street from I-90 to 2nd- Arthur Street is closed from 5^th Avenue to 2^nd Avenue. Third Avenue is reduced to one lane at the intersection of Arthur.  This project is to repave Arthur from I-90 to 2^nd Avenue, add sidewalks along the west side of Arthur, and adds curb ramps and pedestrian lighting to various intersections.

SR 904/Cheney (Betz Road) to I-90 @ Four Lakes- On Tuesday and Wednesday, June 17 and 18, from about 7 p.m. until as late as 6 a.m. the following morning, the I-90/Four Lakes Interchange will be closed so crews can grind and resurface the roadway. Traffic will be detoured via the Exit 272 (Medical lake Interchange), Hayford Road and Melville Road. Between the hours of 7 p.m. and 6 a.m., drivers should expect single-lane alternating traffic, directed by flaggers and/or pilot cars. All lanes will be open during daytime hours. Be alert for grooved pavement and abrupt lane edges. 

US 195/Colton to Pullman- Expect delays of up to 20 minutes each at two work zones in this section with flaggers directing alternating, single-lane traffic so that crews can do pavement repairs, plus grind and pave the centerline rumble strips in advance of a chip seal project. Work hours are from about 6:30 a.m. until as late as 8:30 p.m.

I-90/Liberty Park to Havana Street- During evening and overnight hours, from about 9 p.m. until the following morning at 5 a.m., be alert for on and off ramp closures and outside lane closures from 7 p.m. to the following morning at 6 a.m. Crews are replacing lighting and irrigation systems. Be alert for daytime shoulder closures.

North Spokane Corridor/Francis Avenue Bridge and Intersection Improvements- During the week of June 16-20, during evening and overnight hours, drivers should be alert for flaggers directing traffic at the Market/Francis and/or the Freya/Francis intersections as crews remove the temporary signal systems and switch over to the permanent signals. The contractor has closed the right turn lane for southbound traffic on Freya Street in order to construct the new roadway at the northwest corner. All traffic movements will still be allowed, but the right turn onto westbound Francis Avenue will need to be done from the through lane so some additional traffic congestion is anticipated.  

US 2/Espanola Road to Interstate 90- Between the hours of 7 p.m. and 6 a.m., Monday through Friday, drivers should expect intermittent lane closures in the vicinity of Flint Rd. for work to resurface the highway and install a signal system at the intersection. Be alert for flaggers directing traffic and trucks entering and exiting the roadway. Flint Road is closed from US 2 to the south. A detour is available.  Flint Road is closed to the north between 7 p.m. and 6 a.m., Monday through Friday. Also, be alert for natural gas line work just west of the Fairchild AFB main gate. When this work is underway, US 2 will be reduced to single-lane alternating traffic 24/7, directed by flaggers, for a couple of days.  

US 195/Cheney-Spokane Road Interchange- Northbound on and off-ramps, plus the southbound off-ramp are open to traffic. The southbound on-ramp is under construction.  Drivers need to use Qualchan Road to access southbound US 195 during this work. The Qualchan Road intersection and the Inland Empire Way Intersection are now restricted to southbound access only (right turn in/right turn out). No left-turns or cross traffic are allowed.  This is a long-term configuration. The Cheney-Spokane Road interchange is now the northbound US 195 access for these two intersections.

SR 290-Trent Avenue/Hamilton Street to Sullivan Road- Beginning Monday, June 16, from about 7 a.m. until 3 p.m., Monday through Thursday, Trent Avenue will be reduced to one lane in each direction for pavement patching. Drivers should be alert for slower traffic and some congestion near the ½ mile-long work zone. Work will start at Hamilton and proceed east. On Friday, June 20, from 7 p.m. until as late as 4 a.m. the following morning, Hamilton Street will be reduced to one lane in each direction for patching at the Trent/Hamilton intersection.  Drivers should expect delays. 

SPOKANE COUNTY

Farwell (Market to North South Corridor)- Lane restrictions in effect at times.

Bruce Road Bridge- Bridge is closed. A marked detour is in place.

Country Homes Boulevard- Southbound lanes closed between Cedar and Wall.

North Spokane Corridor/Francis Avenue Bridge and Intersection Improvements- The dedicated right turn lane for southbound traffic on Freya Street is closed to construct the new roadway at the northwest corner. Market Street has single lanes in each direction through the Market/Francis intersection on the west half of Market Street.  Francis Avenue is operating as single lanes in each direction on the new bridge.  

US 2/Espanola Road to Interstate 90- Intermittent lane closures in the vicinity of Flint Rd. between the hours of 7 p.m. and 6 a.m., Monday through Friday. Be alert for flaggers directing traffic and trucks entering and exiting the roadway. Flint Road is closed from US 2 to the south in order to resurface the highway and install a signal system at the Flint Road Intersection.

SPOKANE CITY
Park Speed Limits- School is nearly out for the summer. The City Street Department will be installing 20 MPH signs over the next several weeks at the following parks: Cannon, Chief Gary, Mission, Shadle, Audubon, Comstock Park and Pool, Hays, and Lincoln.  

Car Show Road Closure-Wall Street will be closed from Main Street to Spokane Falls from 3:30 p.m. to 8 p.m. on Friday, June 6.

Cedar Rd./Country Homes Blvd. Construction- Work begins June 10 to install a traffic signal at the Cedar Road/Country Homes Boulevard intersection.

Mission Ave. from Hamilton to Perry- Construction continues with the two eastbound lanes of Mission closed to reconstruct the street by replacing the asphalt surfacing, including ADA ramps as needed.

Cannon Street closure- Cannon Street will be closed from 10 p.m., June 5 to 3 a.m., June 9 for the annual Elkfest event weekend music festival.  Heavy Pedestrian and Vehicular Traffic are expected in the area.

TV Series Filming- Beginning Wednesday, June 4 through Friday, June 6, meter bags will be in place each day as well as traffic plans in the following locations in order to film for a TV series. Some road closures and restrictions will be in place.  

Thursday, June 5, parking meter bags will be in place

o   Madison Street will be closed from Sprague Ave to 2^nd Avenue.

o   1^st Ave will be closed from Jefferson St to Monroe St to all traffic.

o   Two alleys between 1^st Ave and 2^nd Ave accessing Madison Street will be closed.

Local Road Construction Update For This Week

WSDOT

I-90/Liberty Park to Havana Street- During evening and overnight hours, from about 9 p.m. until the following morning at 5 a.m., be alert for on and off ramp closures and outside lane closures from 7 p.m. to the following morning at 6 a.m. as crews replace lighting along the freeway.

North Spokane Corridor/Francis Avenue Bridge and Intersection Improvements- Through the morning of Saturday May 31^st the project will have work going on 24 hours per day. During the day traffic will be managed utilizing traffic shifts around the traffic island construction and the inlay striping. At night from 7 p.m. to 5 a.m. the Francis/Market intersection will have the signal turned off with flaggers controlling traffic. No right turns will be allowed from westbound Francis to northbound Market Street. This is necessary for the Contractor to complete signal work including hanging the 65’ long mast arms. Motorists should expect very long delays during the mast arm installations.

NSC/BNSF Railway Structures/Realignment; Ped/Bike Trail Extension- Drivers on Freya, north of Francis, should be alert for flaggers directing traffic as trucks enter and exit the work area.

US 2/Espanola Road to Interstate 90- Between the hours of 7 p.m. and 6 a.m., Monday through Friday, expect intermittent lane closures in the vicinity of Flint Rd. Flint Road is closed from US 2 to the south.  A detour is available.  Flint Road is closed to the north between 7 p.m. and 6 a.m., Monday through Friday.  No work or US 2 lane restrictions over the May 31-June 1^st weekend due to heavy traffic for Skyfest.

US 195/Hatch Road to Cheney-Spokane Road ITS- Possible shoulder and/or intermittent lane restrictions to construct a fiber optic link along US 195 from Hatch Road to Cheney-Spokane Road. Add 4 new traffic cameras and traffic volume monitoring equipment.

US 195/Cheney-Spokane Road Interchange- Northbound on and off-ramps, plus the southbound off-ramp are open to traffic.  The southbound on-ramp is under construction.  Drivers need to use Qualchan Road to access southbound US 195 during this work.  The Qualchan Road intersection is restricted to southbound access only.  No left-turns or cross traffic are allowed.

SPOKANE CITY
Freya Bridge Inspection-  The Freya Bridge will be inspected Thursday, June 5 starting at 8 a.m. Freya between Trent and Springfield alternately will have one lane closed in each direction during the inspection work.

29th Avenue and Southeast Boulevard Construction-   The intersection’s south leg is closed; limiting access from 29^th Ave east/west traffic and south traffic from Southeast Blvd.  Southbound traffic can't access Southeast Blvd from 29^th Ave and is detoured to the 29^th Ave and Regal St intersection. Southeast Blvd northbound traffic is closed at the intersection of Regal St and Southeast Blvd. Crews there are intalling a water line service tap.

Main and Howard Lane Closure- Monday, June 2 through Friday, June 6, one eastbound Lane will be closed on Main Avenue at Howard Street.

Howard Street Lane Closure- The eastbound Transit Only Lane on Riverside Ave. just east of Howard St. is closed through June 20 between 9 a.m. to 3 p.m.  Sidewalk closures will also occur during this time on the south side of Riverside Ave.

Cedar Road/Country Homes Boulevard Intersection Work- Crews will be installing a traffic signal at the Cedar Road/Country Homes Boulevard intersection.

Francis and Freya Signal Work- the signal is being replaced. Flagging at the intersection takes place between 9 a.m. and 3 p.m. The dedicated right turn lane is closed for southbound traffic on Freya Street in order to construct the new roadway at the northwest corner. 

Arthur Street from I-90 to 2nd- Arthur Street is closed from 5^th Avenue to 2^nd Avenue.
